Roughing and, finish anything your tolerances allow prior to heat treat would be essential (remember to calculate for heat treat shrinkage). I’d machine it, if it’s a rigid setup, but I’d expect some fall out. You’d have to weigh this against grinding. I had a part heated to 1900 for an hour then cooled, I tried to treat to h900 and couldn't. I would have had to get it sent out to be annealed.
